Mr. Jagpal Singh is the Founder & Secretary of FARMER. He is a retired Assistant Director, Directorate of Plant Protection, Quarantine & Storage, Ministry of Agriculture , Govt. of India.

He has more than 4 decades of experience in plan formulation, coordination, monitoring and implementation of agriculture developmental programmes.

He has implemented several agriculture research projects of Govt. of India such as bio fertilizers & bio-pesticides, management of white grub, in vitro and in vivo mass production of Entomopathogenic Nematodes (EPN), Soil Arthropod Pests, establishment of Biotech-KISAN Hub for upper Gangetic Plains Agro Climatic Zone and many such others.
